Apply for Permits
Welcome to the Town of Mount Carmel’s Permit Center. Below are instructions for applying for various permits required to operate certain businesses or activities within town limits.
🍺 Beer Permit
To sell beer within the Town of Mount Carmel, you must apply for a Beer Permit.
Requirements:
-Must be 21 years or older.
-Must comply with local zoning and distance requirements.
-Background check may be required.
-$250 application fee.
-$100 annual privilege tax.

🍷 Retail Liquor/Package Store Permit
This permit allows the sale of liquor, wine, and beer for off-premise consumption.
Requirements:
-Obtain a Certificate of Compliance from the Town of Mount Carmel.
-Submit application via the RLPS portal to the Tennessee Alcoholic Beverage Commission (TABC).
-Must be 21+, not a public employee or officeholder.
-Store must meet location and operational requirements.
-$500 application fee.
-Annual inspection fee pursuant to TCA §57-3-501.

🛍️ Peddler / Transient Merchant Permit
Required for individuals or businesses selling goods door-to-door or from temporary locations.
Requirements:
-Valid photo ID
-Background check
-$20 Permit fee
-$1,000 surety bond

🚚 Mobile Food Vehicle Inspection & Permit
Required for food trucks and mobile food vendors operating in Mount Carmel.
Requirements:
-A permit/inspection is required for any person, group, or organization engaged in vending
of food items or merchandise or offering services to the general public, in a street, lane, side
walk, footpath, pavement, public park or any other public place or private area, from a
temporary built-up structure (including food trucks).
-If a street vendor is present at the event at the behest of the hosting organization or has
otherwise paid to participate in the event, a permit shall not be required.
-$50 permit fee
